IFPA-CD Woodlots Programme
Enhancing the Supply of Timber, Poles, Fuelwood and Other Plantation Products in Refugee-Hosting Areas
2024 - 2027
Supporting small-scale commercial woodlots in refugee-hosting areas to increase sustainable timber supply, improve livelihoods, and reduce pressure on natural forests.

The IFPA-CD Woodlots Programme is being implemented across refugee-hosting districts in western and north-western Uganda. The programme targets 19 districts, focusing on areas within or near refugee settlements to promote sustainable woodlot development and improve access to timber and fuelwood.
Target districts include areas across:
- West Nile
- Acholi sub-region
- Bunyoro sub-region
- Western Uganda
Woodlot establishment targets vary by district based on land availability, demand, and local conditions.

Target communities are engaged and farmers are informed and supported to apply for the programme.
Farmers are mobilised, supported to establish woodlots using high-quality seedlings, and continuously guided through monitoring and technical support.
Grower performance is monitored, and farmers receive continued technical support to ensure successful woodlot establishment and long-term sustainability.
The programme follows a continuous cycle of community engagement, woodlot establishment, and ongoing technical support to ensure successful tree growth and long-term sustainability.
The IFPA-CD Woodlots Programme applies a structured, landscape-based approach to support the establishment of commercial woodlots on private land in refugee-hosting districts.
The programme focuses on selected districts in Northern and Western Uganda, prioritising refugee-hosting areas where demand for wood products is highest and pressure on natural forests is significant.
Farmers voluntarily enrol into the programme and are supported to establish woodlots based on their land availability, needs, and production goals.
The programme works with certified nurseries and partners to ensure farmers access high-quality planting materials and inputs required for successful woodlot establishment.
Farmers receive continuous guidance on:
- Site selection
- Species choice
- Spacing and planting
- Silvicultural practices
Woodlots are monitored using structured field assessments and geo-referenced data systems to track performance, survival rates, and growth over time.
This approach ensures that woodlot establishment is practical, scalable, and aligned with the needs of farmers and local landscapes.
Desired Impact
The IFPA-CD Woodlots Programme is designed to support sustainable woodlot development by linking farmer engagement, technical support, and long-term monitoring to measurable environmental and livelihood outcomes.
Inputs
The programme provides high-quality seedlings, technical expertise, and community mobilisation support to participating farmers.
Activities
Farmers are engaged, enrolled, and supported to establish and manage woodlots through training, extension services, and ongoing technical guidance.
Outputs
Farmers successfully establish and maintain woodlots, increasing tree survival rates and expanding wood production capacity.
Outcomes
Increased availability of timber, poles, and fuelwood reduces pressure on natural forests while improving household resilience and livelihoods.
Provides financial support and strategic guidance to enable implementation of the programme across refugee-hosting districts.
Provides overall leadership and coordination of the programme, ensuring alignment with national forestry and environmental policies and priorities.
Leads programme implementation, coordination, and technical oversight to ensure effective delivery across all target districts.
Supports farmer mobilisation, woodlot establishment, and technical assistance, working directly with communities to implement programme activities on the ground.
